Fadime AKBABA

Arbitrator

Graduated from the Faculty of Law at Istanbul University in1978. In 1980 she started working as a public prosecutor. She worked as a judge in Antalya / Elmali, and in Izmir/Tira. She was appointed as a judge on 13/08/2008 of the Supreme Court . She worked in the Supreme Court of the First Circuit, and also worked in the General Authority of the Supreme Court. She has contributed to several international law, commercial law, and property law studies.


Ahmet Sait AKBOĞA

Arbitrator

Ahmet Sait Akboğa completed his undergraduate education at Fırat University in 1998 as an Electrical and Electronics Engineer. After that, he completed his MBA education at Ufuk University in 2013. Throughout his career, he has successfully fulfilled different roles at many reputable organizations, especially in many electricity distribution companies. Since 2018, he has been successfully serving as the President’s Advisor to the Energy Market Regulatory Authority. He is also a member of the Chamber of Electrical Engineers (EMO), the Turkish Wind Energy Association (TÜREB), and the Architects and Engineers Group (MMG).


Rıdvan AKTÜRK

Rıdvan Aktürk, completed his BSc and MSc in the Middle East Technical University Electrical and Electronics Engineering Department in 1994, has received an MBA degree from London Middlesex University Business School. Mr. Aktürk is currently serving as a Board Member and consultant in different sectors including energy, technology and entrepreneurship. He has over 25 years of knowledge and experience in a wide range that will cover all activities in the energy sector, especially in electricity, oil and gas. Mr. Aktürk has worked and managed for years in engineering, design, manufacturing and application projects in the field of electricity generation, transmission and distribution systems. He has been involved in Turkey’s leading projects and conducted international negotiations in large-scale transportation, processing, storage and trade in the oil and gas industries. For more than 12 years, he served as Coordinator, Director, General Manager, Chairman of the Board of Directors and a Member of the Board of Directors in different units of Çalık Enerji & affiliates. He has particular experience in M&A, transformation and restructuring, corporate finance and innovative implementation operations and has a successful management career in senior management positions in international energy projects and energy diplomacy.


Iryna AKULENKA

Arbitrator

Mrs. AKULENKA is a qualified engineer with fourteen years of experience, including seven years of managing construction and engineering projects, and more recently, in contractual claims preparation and defense as well as dispute work (expert work and Alternative Dispute Resolution). She is a fellow with the Chartered Institute of Arbitrators and acts as an arbitrator in construction disputes. Iryna specializes in contracts and quantum and is known for her ability to quickly get to the roots of the issues and develop strong arguments whilst keeping an eye on details. Prior to joining HKA, Iryna has held project management positions with consultancies in the United Arab Emirates, where she managed the commercial, financial, and technical delivery aspects of numerous design and construction projects, and focused on developing client relationships in the MENA and CIS countries.  Also, she is the Chair of the UAE Branch of the Chartered Institute of Arbitrators and a member of the approved faculty on the International Arbitration pathway.


Dr. Ural AKÜZÜM

After graduating from Galatasaray Lisesi, he studied Political Sciences at Montpellier University in France, and law at Marmara Law School. He completed his Ph.D in Public Administrative Law at Kultur University. In his academic life, he served as the head of the Department of “Banking, Finance and Insurance” at Bilgi University VS, and the Head of the Department of Constitutional Law at Gedik Law School. He is currently the vice dean and lecturer in the field of Administrative Law at the same university. He has published 5 books, numerous academic articles, and presented papers in national and international academic symposia. In his professional life of nearly 20 years, he has served as a practitioner in various fields, mainly as attorney for parties, arbitrator, and mediator in many local and international cases regarding alternative dispute resolution. He is the founding partner of Kabine Law Firm, which focuses on arbitration cases, as well as of Alfa Mediation A.Ş. He is a member of Istanbul Bar Association Arbitration Center and vice president of Istanbul Arbitration Association, a sister organization of İstanbul Arbitration Center (ISTAC), which aims to promote arbitration practices in Turkey. Aküzüm, who has undertaken various duties in many non-governmental and business organizations, has been a member of the board of directors and carried out various duties in Galatasaray Sports Club and its subsidiaries for 8 years. Married and father to one child, he speaks French, English, and Azerbaijani Turkish.


Alexey ANISCHENKO

Alexey Anischenko is a partner at Sorainen, where he leads International Arbitration. He is also head of the Dispute Resolution, Competition & Regulatory, Tax & Customs Practice Groups in Belarus office. Alexey has over fifteen years’ experience as counsel, expert, arbitrator and mediator with a particular focus on complex international disputes involving Belarusian state and private companies in such sectors as infrastructure, machinery, TMT, banking, insurance and construction. Apart from the intensive practice, Alexey is a senior lecturer at the Belarusian State University and active speaker at seminars and conferences. He co-authored around 100 publications on the topics of the international trade and dispute resolution, including first comprehensive award winning textbook on international commercial arbitration in Belarus. Alexey is ICC CIArb Advanced Arbitration Academy alumni. In 2020 Alexey also joined the VIAC International Advisory Board.


Metin AYDIN

Arbitrator

Metin Aydın, who has been the Director of Kayseri Elektrik Perakende Satış A.Ş. (KEPSAŞ) since December 2015, graduated from Yıldız University, Faculty of Engineering, Department of Electrical Engineering in 1991. He worked as an engineer until 1997 after completing his military service as a control engineer at the Ankara Construction Real Estate Directorate in the Ministry of Defense. Subsequently, he worked at various levels in TEDAŞ Amasya Establishment Directorate and TEDAŞ General Directorate from 1997 to 2007, as a technical chief in the General Directorate of Market Financial Settlement Center (MFSC) of Turkey Electricity Transmission Company (TEIAS) from 2007 to 2015. And since June 2015, he served as Ankara Branch Manager of KEPSAS. He participated as a participant and trainer in programs related to the electricity market held in Turkey and abroad. He is a Board Member of the Energy Law Research Institute.


Dr. Zeynep Nihal AYDINOĞLU

Att. Dr. Zeynep Nihal Aydınoğlu graduated from Ankara University Faculty of Law in 2010. Aydınoğlu, who completed her internship in Ankara Bar Association in 2011, started her master’s degree in Ankara University Institute of Social Sciences Department of Public Law in the same year and completed her master’s education with the thesis of “Observation and Audit Obligation of the Administration in Public Services Carried out by Private Persons.” From 2013 to 2021, she worked as a research assistant at the Administrative Law Department of Çankaya University Faculty of Law. She graduated from the same university in 2020 with her PhD dissertation titled “Renewable Energy Production with the Dimension of Administrative Law in Turkish and German Law.” During her PhD studies, she was a visiting scholar at Ruprecht Karls University in Heidelberg and researched renewable energy production in German Law. Aydınoğlu has a monograph book and articles on administrative law and administrative judiciary. Aydınoğlu speaks German and English.

Berke AYGÜN

Arbitrator

Att. Berke Aygün, born in 1971 in Ankara. He graduated from TED Ankara College and Ankara Law Faculty, completing his master’s in International Commercial Law at the University of Manchester in 1999. He started his career at BOTAŞ Chief Legal Consultancy, working on EPC contracts, international energy contracts, and energy project arbitrations, and also served as the Head of the Nabucco Legal Team. Later, he focused on electricity production and BOT projects at EGEGAZ / ÇOLAKOĞLU GROUP. Since 2017, he has been the Secretary General at GÜYAD, an NGO aimed at raising awareness about renewable energy.


Filip BALCERZAK

Arbitrator

Filip Balcerzak, is a lawyer, arbitrator and associate professor. He specializes in commercial dispute resolution at both national and international levels. His experience includes advising and representing parties in international arbitrations. He is included in the panels of arbitrators of four courts of arbitration in Poland: Lewiatan Court of Arbitration in Warsaw, Commercial Arbitration Court in Poznań, Court of Arbitration at the Polish Chamber of Commerce for Importers, Exporters and Cooperation in Poznań and Online Arbitration Court in Wrocław. He completed his LL.M. studies at the University of Ottawa, specializing in International Trade and Foreign Investment Law. Subsequently he was granted a Ph.D. in public international law by Adam Mickiewicz University in Poznań. He is fluency in English and Spanish. Currently he is an Associate Professor at the Faculty of Law and Administration of the Adam Mickiewicz University in Poznan. He has authored numerous publications on international investment arbitration.


Dr. Walid BEN HAMIDA

Dr. Walid Ben Hamida is a Professor of Law at the University of Paris-Saclay (Evry-Val d’Essonne), France. He was a member of the International Chamber of Commerce (ICC) Arbitration Court for 6 years. He served as arbitrator, president of arbitral tribunal, expert and counsel in many cases under ICSID, ICC, OHADA and ad hoc rules. His practice focuses on Business and Commercial Law, Investment Law and International Law. Dr. BEN HAMIDA is also a member of the ICSID Panel of conciliators and arbitrators and nominated arbitrator in the major arbitral institutions lists in the world ( CCJA, CIETAC, CMAP, KIAC, VIAC, …). Dr. BEN HAMIDA authored more than 90 publications in the Arabic, French and English languages. He is a regular speaker at conferences on arbitration and dispute settlement, and visiting professor in more than 90 countries.


Dr. Zuhal BEREKET BAŞ

Att. Dr. Zuhal Bereket Baş graduated from Dicle University Faculty of Law in 1989 and started to work as the Investigation Judge in the 10th Chamber of the Council of State. During her tenure at the Council of State between 1999-2000, she served in Paris to “judge and research” the French Council of State and the Paris Administrative Court, representing the Turkish Council of State. She completed her MSc in Marmara University, Institute of Social Sciences, Department of Public Law in 1995, and prepared her thesis titled “General Principles of Law and Council of State”. In 2002, she completed her doctorate at Marmara University, Institute of Social Sciences, Department of Public Law with her thesis titled “The Absolute Liability of the Administration”. In 2005, while she was working as an Investigation Judge in the 5th Chamber of the Council of State, she left her duty and started to work as a lawyer registered to the Ankara Bar Association. After working as the managing partner [senior partner] of Bulut Law Firm in 2005, he left in September 2011 and established Vizyon Law Firm. Since September 2011, she has been working as a Founding / Managing Partner in Vizyon Law Firm. She is also a Board Member of the Energy Law Research Institute.


Yeşim BEZEN

Yesim Bezen is a qualified solicitor of England & Wales. She trained with and worked at a Magic Circle firm in London. She was part of the asset, structured, and project finance group before relocating to Istanbul and co-founding Bezen & Partners. She has extensive experience and expertise in energy and infrastructure deals as well as complicated finance structures (including IFI, ECA and REIT financings). She advises financial institutions and sponsors / borrowers on projects and finance related matters and has a particular grasp of project documentation (EPC, EPCM and O&M agreements) and the sale and purchase of electricity under power purchase agreements (PPAs) and on the electricity spot market. She also advises clients on OTC derivatives and energy derivatives. She is involved in high profile arbitration cases (in particular, construction disputes). Serdar BEZEN

Serdar Bezen is a qualified Turkish lawyer. He graduated from Ankara University and holds an LLM from the University of London, Queen Mary and Westfield College. Serdar Bezen worked in a Magic Circle firm’s projects group in London and advised clients on corporate and projects related matters. Before establishing Bezen & Partners, he worked in the Istanbul office of a leading Turkish law firm, advising clients on corporate law and mergers and acquisitions. He has written numerous articles on the Turkish International Arbitration Law (Law No. 4686), the UNCITRAL Model Law, the Turkish Banking Regulation and the Turkish Electricity Market Law. He is involved as Turkish counsel in high profile arbitration cases (in particular, shareholder disputes and commercial disputes). Saadia BHATTY

Saadia Bhatty, is a dual-qualified lawyer admitted to the New York bar and the Paris bar and Counsel in the International Dispute Resolution team of Gide’s London office. She advises and represents States and private entities on a wide range of contentious and non-contentious international dispute resolution law matters, in particular in international commercial and investment arbitrations and other public international law matters. Saadia has acted as counsel in investment and commercial arbitration proceedings conducted under the rules of various institutions, dealing with the laws of both civil and common-law jurisdictions, in particular in the energy, oil & gas and construction sectors, involving especially Africa, the Middle East and Asia. Serdar BİLGİ

Serdar Bilgi earned his Bachelor of Science in chemical engineering at Istanbul Yıldız Technical University in 1976. He continued his education attending professional development programs in Bristol, England. Upon his return to Turkey, he joined the leading petrochemical company in Turkey, Petkim Petrokimya Holding in 1980. Throughout his 25 years of service in Petkim, he has taken on various management responsibilities leading to the Assistant General Manager. During his leadership, the Petkim Aliaga complex has secured and successfully executed a $400 million investment leading to drastic capacity increase, bottleneck reduction, and rehabilitation.  During his last years in Petkim, he served as the president of the petrochemical industry committee formed by the Turkish Ministry of Planning and Development, committee member & delegate to UNIDO (United Nations Industrial Development Organization). Serdar Bilgi joined Milangaz Company (part of Demirören Group) in 2006 as a regional investment expert. During his 6 year service, he oversaw the management and implementation of LPG and diesel facilities, dolphin platforms, and pipeline projects. He is a founding member and the vice president of the Turkish Petrochemistry Association.


Güryay BİNGÖL

Att. Güryay Bingöl after graduating from Ankara University Faculty of Law in 2001, has started to work as a trainee lawyer in Yazıcı Attorney Partnership, one of Turkey’s leading law firm  and left as partnerin 2018. Throughout his career, he has worked on both conventional energy resources such as petroleum, natural gas, coal and renewable energy resources such as wind, solar and geothermal, and also provided legal opinions to companies operating in these areas in line with the energy legislation in terms of both company management and commercial activities. Since 2018, he has been serving in Özkan Gürden Bingöl Attorney Partnership, of which he is one of the founders, to international clients in areas such as energy law, construction projects, corporate law and corporate governance, M&A, real estate law, IT law. He also represents his clients in Turkish courts and international arbitrations authorities. Güryay Bingöl also received a MSc in economics law from Istanbul Bilgi University in 2005 and in international business law at Westminster University in London, in 2012. He has been teaching cyber law as a part-time lecturer at Boğaziçi University since 2016.


Jonathan BRIERLEY

Jonathan Brierley is a partner in the Dispute Resolution Group in the London office and specialises in international arbitration. He has experience across a range of industry sectors including infrastructure, energy and oil and gas. Jonathan’s practice is particularly focussed on large international infrastructure projects. He has particular experience in managing concurrent arbitration proceedings arising out of the same or related contracts, including those relating to consortium agreements, delays, interruptions and final projects. Jonathan holds a BSc (Hons) degree in Biology from the University of Bristol. In 2008 he completed the GDL at BPP Law School and in 2009 he obtained his LPC from BPP Law School. Jonathan W. BLYTHE

Jonathan W. Blythe is a senior partner of Senguler & Senguler, with nearly 25 years of experience in the Turkish legal market. Having completed an MA (Law) at Istanbul University, in 1995 he set up and ran the Istanbul Office of the Scottish oil and gas law firm Ledingham Chalmers until 2004. Recognized as one of the most experienced foreign attorneys in the sector, he has significant experience in mergers and acquisitions, energy, finance, banking, and project work and provides legal advice to clients in various industries. Joséphine Hage CHAHINE

Josephine Hage Chahine is a registered lawyer at the Beirut and Paris bars. She is fluent in Arabic, French and English and holds a PHD in business law from Paris II, Panthéon-Assass University. She is a member of the Chartered Institute of Arbitrators (MCIArb). She has been acting since 2015 as counsel in arbitration proceedings, both ad hoc and institutional, and more specifically in the energy, natural resources and construction sectors, international sales, transportation, joint-ventures and banking. She also acts in post-arbitration proceedings (annulment, enforcement and suspension of enforcement of arbitral awards).  She has been appointed several times as arbitrator and as administrative secretary of the arbitral tribunal. Prof. Dr. Giorgio Fabio COLOMBO

Giorgio Fabio Colombo is currently a full-time Professor of Comparative Law and Professor of International Commercial Arbitration at the Faculty of Law of the University of Nagoya. He has graduated with honors from the Università Commerciale Luigi Bocconi in 2003 and obtained his Ph.D. in Comparative and European Private Law at the University of Macerata in 2009. As a lawyer in Milan since 2006, he has collaborated with leading national and international law firms, and with a nationally recognized association for consumer protection. He worked at the University of Pavia, the University of Milan, the University of Genova, and the University “Ca’ Foscari” before moving to Japan as a JSPS Postdoctoral Fellow at the Ritsumeikan University. He has lectured mostly in the field of international commercial arbitration, and he is the director of the Research Unit of Decolonizing Arbitration: How to Promote a Fair and Culturally Sensitive Use of Commercial and Investment Arbitration, in Nagoya University. Since April 2021, he is an external referee in the periodical Italian research assessment exercise, and in the evaluation of research projects of national interest. Besides all of these, he has attended several conferences and seminars, given lectures, published academic books and papers, and been granted lots of academic awards, grants, and fellowships.


Süleyman ÇETİN

Att. Süleyman Çetin, who is the founder of Çetin Law Firm,  graduated from Ankara University Faculty of Law. After graduating from the Faculty of Law, he served as a judge candidate in the Ministry of Justice between 1990-1991 and subsequently began working as Legal Counsel in Turkey Is Bankasi AS. Upon being elected as a Board Member of Ankara Bar Association in 2002, he left his job at the Bank and founded his  Law Firm. He served as a member of the Board of Directors, responsible for human rights, consumer rights, occupational issues, Intellectual Property and Competition Law, social security, environment, culture-arts, social-sports relations in Turkey Bar Association and Ankara Bar Association. He took part in the organization of local radio and television stations in Ankara and carried out legal studies on copyright and RTÜK. He served as a Board Member of RATEF-Radio and Television Broadcasters Federation. He  continues to perform the program called HUKUK SAATİ, which is broadcast live every Friday at 14:05 on TRT TSR. He was involved in the TEMA Ankara organization in 1997. After serving as Legal Unit Officer and Deputy Representative, he was elected as Ankara Provincial Representative. In 1999, he actively took part in the organization of 13 provinces.  As the first Regional Representatives across Turkey, he served as Regional Representative of Central Anatolia for two years.  He is still a member of the Foundation Advisory Board and a Legal Consultant. He teaches “Law of Attorney and Notary Law” as a lecturer at HBV University Faculty of Law and Vocational School of Justice. Ruzin DAĞLI

Ruzin Dağlı is a dual-qualified arbitration counsel (Turkey and England & Wales) with more than 10 years of experience, having previously practised in Paris and Istanbul.
Ruzin has acted on behalf of individuals, companies, States and State-owned entities in international arbitrations conducted under the LCIA, ICC, DIAC, SCC, UNCITRAL and ICSID rules across a variety of sectors, including energy, construction, infrastructure and technology. Ruzin also advises States and international organisations on public international law matters such as the application of treaties, dispute resolution issues relating to international trade and investment, human rights and sovereign immunity. Ruzin has appeared before the Turkish courts as an advocate in a range of commercial disputes and enforcement actions. She is regularly invited to give lectures and presentations on international commercial and investment arbitration. Hüsamettin Danış has a Bachelor’s and Master’s Degree in Chemical Engineering. He joined the Turkish Petroleum Refineries Corporation in 1973 as an engineer in the company’s refinery in Izmir. During this initial period, he was sent to Universal Oil Products Company to receive specialized training in the refining and petroleum industry. Ascending steadily in his career, Mr. Danis served different duties.  In 1986 Mr. Danis was appointed as Regional vice Director for Izmir Refinery, and in 1988 as Regional Vice-director for Izmit Refinery. The board of the company appointed Mr. Danis in 1992 as the Assistant General Manager of Turkish Petroleum Refineries Corporation, shortly TUPRAS. In 1997 Mr. Danis was appointed as the General Manager and after a month later he was chosen as the Chairman of the Board. Mr. Danis brings to the task his experience from a 33-year experience working his career from bottom to top in Turkish Petroleum Refineries Corporation (TUPRAS). As the General Manager, he devised a plan called “Master Investment Plan” which would later boost operational profitability and adapt the production by the EU norms. He successfully led and implemented the 2.2 billion US dollar worth plan.  Since joining the company, Mr. Danis solved numerous problems in the sector and brought the company to a point with a robust financial structure.  Mr. Danis achieved a roughly eight-fold increase in the company’s worth by accurately timed investments, and by bringing down operational costs combined with a very transparent management system. In January 2006, after TUPRAS was privatized, Mr. Danis was offered a transfer by one of Turkey’s largest LPG companies, Demiroren Group. Since then he serves as the General Coordinator and Member of the Board of Demiroren Group giving shape to investments and expansion plans for the future. He left this company, to continue in a family company, working in the construction business. He has a vast 33-year-experience in the refining, petroleum, and energy sectors. He speaks English fluently.

He has over 10 years of experience in crude oil and oil product trading. He also managed vessel loading and discharge operations and involved in negotiations regarding demurrage and laytime claims. His career related to contract management started in TTOPCO, jointly owned by Genel Energy and Addax Petroleum and continued with the EPC Thermal Power Plant project in Erbil, Iraq. In 2017, he was appointed as the country manager of TPIC Colombia Branch and his international experience includes the negotiations and management of PSA, MSA, JOA, and SPA and the close-out of the share transfer of Maria Conchita gas exploration field. He is still working as a legal counsellor in Onshore & Offshore Drilling Company. Yamac holds a B.Sc. and M.Sc. degrees from METU Petroleum & Natural Gas Engineering Department and obtained his Bachelor of Laws from Cankaya University, Master of Laws from Baskent University and his LL.M. in English Law from South Wales University. Aybars GÜRPINAR

Aybars Gürpınar conducted his undergraduate and graduate studies in the USA (including Princeton University Cum Laude BS, U. C. Berkeley and University of New Mexico). He received his PhD in Applied Mechanics in 1971. He joined the faculty at the Middle East Technical University in Ankara where he became the chairman of the Department of Engineering Sciences in 1975. He left academic life in 1979 and started a career in specialized engineering consulting from Brussels. He joined the International Atomic Energy Agency in Vienna where he worked for nearly 30 years as consultant and staff member. He retired from the IAEA in 2007 as the Director of the Nuclear Installation Safety Division. Since 2007, he went back to consulting for the nuclear industry. His clients include governments, regulatory authorities, operating organizations, international architect engineer companies and international organizations such as the IAEA, European Commission (Brussels) and Nuclear Energy Agncy (Paris). For 7 years, he was an expert witness on nuclear safety matters in the arbitration process between Areva and TVO for the Olkiluoto 3 Nuclear Power Plant project in Finland. He has been involved in nuclear installation projects in over 50 countries during his career. His main expertise is the protection of nuclear facilities against external hazards and acts of sabotage. His experience covers both new build projects as well as operating installations. His recent experience includes Small Modular Reactors and the application of IAEA Safety Standards on these installations. He is an active member of the International Nuclear Safety Advisory Group (INSAG) since 2014.


Irina GUERIF

Geoffrey M Beresford HARTWELL

İglem KAYIHAN

Iglem Kayihan is a mechanical engineer, graduated from the Middle East Technical University in 1999, and has been working in the energy projects since then. She started her career working on coal power plant projects. About 2,000MW installed capacity was developed and constructed with her involvement. She then changed her career path to renewable PP projects, especially on-shore wind projects. As an internationally certified project manager, she generated a renewable project pipeline of about 500MW, and realized 100MW of it and put into operation. Mehmet Suat KAYIKÇI

Gaston KENFACK DOUAJNI

Gaston Kenfack Douajnı is a Cameroonian Magistrate, currently the Director of Legislation at the Ministry of Justice in Cameroon. He completed his LLM at the University of Vienna in 2013 and his PhD on international energy investment arbitration in 2019 at the Centre for Energy, Petroleum and Mineral Law & Policy (CEPMLP), University of Dundee under the supervision of Prof. Peter Cameron. His monograph which discusses stability and legitimate expectations issues in international energy investment arbitration is published by Hart Publishing in 2021. He has attended many national and international conferences and delivered presentations on investment law, energy law and arbitration subjects. Alongside these, he frequently writes analysis articles for Anadolu Agency on energy related topics. He is a qualified lawyer in Turkey and has been a member of Istanbul Bar since 2011. Aleksei KOROCHKIN

Before joining Bureau 24 Law Group Aleksei Korochkin served as a chief adviser – assistant Chairperson of the Economic Court of the Commonwealth of Independent States from February 2012 till February 2016. Peter J. PETTIBONE

Peter Pettibone is an independent arbitrator and mediator with over 40 years of international law firm expertise across a wide range of corporate and commercial matters. Dr. Hakan Şahin is a lecturer at Nottingham University, Faculty of Law. Istanbul, Faculty of Law at Yeditepe University in Turkey has done his Master. Bülent ŞEN

He graduated from Fırat University with a degree in Electrical and Electronics Engineering in 1990. He commenced his professional career as an energy engineer at ABB Transformer in the same year. Between 1991 and 1995, he served as a regional manager at Aktaş Elektrik (AYEDAŞ). From 1995 to 2004, he held various positions and roles at İGDAŞ, culminating in his appointment as Deputy Regional Manager for the Anatolian Region. In 2004, he transitioned to Bursagaz, a company acquired by EWE from BOTAŞ, where he assumed the role of Sales and Marketing Manager. In 2009, he became the Deputy General Manager at İZGAZ, a natural gas company acquired by ENGIE from the Kocaeli Metropolitan Municipality, and currently serves as the Regulatory Communication Director in this organization. Since 2012, he has been overseeing energy projects, including renewable energy, regulations, fossil fuels, electricity, and natural gas operations, through GEP Energy, the company he founded. In 2018, he was elected to the Istanbul Chamber of Commerce (ITO) Assembly and also serves as the Vice Chairman of the ITO Energy Committee. Additionally, he holds the position of Vice President (Treasurer) on the Executive Board of the Energy Efficiency Association (ENVER). Prof. Dr. Leon TRAKMAN

Leon Trakman is Former Dean of Law at the University of New South Wales, 2002-2007 and currently a UNSW Professor of Law.  He holds both Masters’ and Doctorate degrees earned at the Harvard Law School. Gokhan Yardım graduated from Middle East Technical University (METU), Department of Chemical Engineering in 1979. He worked as an operating engineer at Ankara Maltepe Town Gas Factory between 1979-1983. He graduated from the Middle East Technical University (Turkey), Department of Petroleum and Natural Gas Engineering in 2004. He joined an Executive Program on economics of regulation in the Michigan State University (USA) in 2008. Afterwards, he participated in Master of Law (LL.M.) at the Dickinson School of Law, Pennstate University (USA) between 2013-2015. He completed PhD on finance in the Hacettepe University (Turkey). Dr. Mustafa Ayaz YAVUZ

He was born on March 27th, 1975 in Konya. He graduated from Galatasaray University Faculty of Law in 2000. In 2003, he completed the Ankara University Private Law Graduate Program and the subject of his master’s thesis is “Determination of the Law to be Applied by Arbitrators in International Arbitration”.  In 2011, he completed his doctorate in Gazi University Private Law (Civil Law) Department. His doctoral thesis is “Electricity Supply Contract Especially – Bilateral Agreement” and has been published as a book. He still gives lectures on Private International Law, Energy Law, Energy Contracts, Introduction to Law, Regulation Law, International Trade Law at Karatay University. He started to work in the Privatization Administration in 2002 and transferred to the Energy Market Regulatory Authority the same year. He left EMRA in August 2004 and still works as a consultant and lawyer, especially in the energy sector. Mrs. Yücel graduated from Uludağ University Faculty of Economics and Administrative Sciences at Business Administration. She received her master degrees from Kırıkkale University at Business Administration in the field of Accounting and Finance, a graduate degree from Ankara University Faculty of Law at Energy Law and. Commencing her career in the banking sector in 1997; she transitioned to the public sector in 2003. Mrs. Yücel worked as the Minister’s Advisor in the Ministry of Justice between 2003-2007. She started as an Expert in the Head of 3rd Project Group responsible for the privatization of the electricity sector in 2007 at the Privatization Administration, and she has been working as the Project Group Head in the same project since 2016.
